The better route: approval letter first
Get the approval letter first, hire afterwards. You do not need a candidate in hand to start, and you save on paying a full salary while you wait. An employer can obtain a CCP approval letter first — valid for six months — and recruit afterwards.
Approval takes 12–15 weeks, depending on SWDA, and subsidies only start once the approval letter is issued. The alternative route requires an identified candidate whose onboarding begins within 25 days.
Programme rules are set by the Skills and Workforce Development Agency (SWDA) and change over time. Confirm current terms with SWDA before relying on them.

CCP at a glance
The questions employers ask before anything else.
- What is the Career Conversion Programme?
- The Career Conversion Programme (CCP) is a reskilling scheme run by the Skills and Workforce Development Agency (SWDA, formerly WSG) in which an employer hires a new worker into a new role, the worker completes structured conversion training, and SWDA subsidises part of that worker's salary during the training period. CCP Consulting handles new hires only — not the redeployment of staff you already employ.
- How much salary support is available?
- CCP salary support runs up to 90% of the trainee's salary during the conversion period, with the higher tiers reserved for hires aged 40 and above and for the long-term unemployed.
- Which companies are eligible?
- CCP support is available only to entities registered and operating in Singapore.
- Is there a minimum salary?
- The converted role must offer a basic monthly salary of at least SGD 3,000 to qualify for CCP support.
- Can an employer apply before finding a candidate?
- Yes, and it is usually the better route. An employer may obtain a CCP approval letter first, which stays valid for six months, and recruit afterwards — so the company is not carrying a full salary while the application sits with SWDA. Approval takes 12–15 weeks depending on SWDA, and subsidies only begin once the letter is issued. The alternative route requires an identified candidate whose onboarding starts within 25 days.
- How long does approval take?
- CCP Consulting works to a typical approval window of 12 to 15 weeks from submission.
The Career Conversion Programme is administered by the Skills and Workforce Development Agency (SWDA), formerly Workforce Singapore (WSG). Subsidy rates and eligibility rules are set by SWDA and change over time — confirm current terms with SWDA before relying on them.
